CONSTITUTION
Article I

NAME

Name of Association is Australian Model Car Racing Association (AMCRA)

 

Article II

PURPOSE, OBJECTIVES, and AFFILIATION

Section 1

The purpose of the AMCRA is to encourage and promote the hobby Model Slot Car Racing in 1/24 and 1/32 scales in Australia and internationally where possible.


The AMCRA is a non-profit association, with no excess funds carrying over from year to year.

The operating year is from 1st January to 31st December.

The main objective/s of the AMCRA is to foster guidelines for friendly competition, sportsmanship, and encourage new participants.

Activities may include regular race competition, concourse events, special events and visits to other centres and associations.

Membership joining fee, and annual membership fees apply.

 

Section 2

The AMCRA is loosely affiliated with International Model Car Association (IMCA)


The AMCRA is not governed by any other body, and has no other bodies reporting to it.

 

Section 3

The AMCRA will adhere to all local, state, national and international laws as applicable.

 

Article III MEMBERSHIP
Section 1

Membership shall be open to anyone interested in building, collecting, displaying and/or racing model slot cars in 1/24 and 1/32 scales.

 

Section 2

Requirements for ongoing membership to the AMCRA:

  1. New members are required to complete Membership Application form, and pay applicable joining fee and annual fee.
  2. Returning members are required to be financial by paying the annual fee.
  3. Members are generally expected to participate in weekly competition/s, and special events.
  4. Members are also generally expected to be helpful to, and respectful of fellow members.
Section 3 AMCRA members benefits:
  1. Participate in events organised by AMCRA.
  2. Club points score competition. (See Competition Rules)
  3. Represent AMCRA at organised events, locally, nationally or internationally.
  4. Technical help and support from fellow members.
  5. Membership card.
Section 4

The AMCRA does not discriminate based on race, ethnicity, colour, age, national origin, religion, disability, gender, or sexual orientation.

 

Article IV OFFICERS
Section 1

Election procedures:

  • Elections are to be held each January at Annual General Meeting (AGM).

  • After declaring the AGM closed, the President thanks the outgoing committee for their efforts during the past year and declares all committee positions vacant, and invites a Returning Officer to take nominations and votes for all committee positions.

  • Once all positions are filled, the Returning Officer congratulates the new committee, and invites the new President to close proceedings.

 

Section 2

Procedure for removal of officers:

  • Removal of officers may be carried out at regular meetings or at Special meetings.

  • Reasons must be presented for the removal of the officer.

  • The officer has the right of reply.

  • If necessary, the President moves a motion to vote for the officer to be removed.

  • If the motion is seconded, the meeting votes, and a majority decision will be final.

Section 4 Qualifications of officers.

No formal qualifications are required, although previous experience in the role is desired.
Officers are expected to be honest, and be respectful for the best interest of the Association.

 

Section 5 Duties of officers
  1. President - Preside over all meetings.  Represent the AMCRA as required.  Oversee coordination and delegation of tasks required to ensure a cohesive, and cooperative association.
  2. Secretary - Maintain an accurate record, and minute all meetings. Distribute minutes as required.  Maintain membership records, and liaise with Treasurer with regard to members being financial.  Generate and maintain all correspondence as required.
  3. Treasurer - Maintain accurate record of association financial transactions.  Collect dues as required.  Develop budget and present to membership for ¾ vote.  Arrange fundraising opportunities as required.  Make payments on behalf of the AMCRA for all purchases, or debts incurred by the AMCRA.  Liaise with Secretary with regard to members being financial.
  4. Scrutineers  - Scrutineers are required to technically inspect cars prior to, during, and after sporting events as required.  Refer to General Rules and special Appendices for cars are to be referred to as required.  (See competition rules for specific duties)
  5. Committee person/s - One or more Committee person/s may be appointed to help out with special tasks.  Reports to the committee.
Article V FINANCES
Section 1

The Treasurer is fully responsible for the safekeeping of the association’s financial funds.

 

Section 2 Initial Membership Fees (to be confirmed):-
  1. Joining fee $10.00
  2. Annual renewal fee $5.00 per year, $3.00 per 6 months or less.

Fees to be decided, depending on budget outcome.
Subscription fees are due each January.
Members are to forward subscription fees to the Treasurer during the month of January to remain financial.

Membership fees are to be reviewed and agreed at each Annual General Meeting for the following year.

 

Section 3

All monies received during the operating year is to be balanced with excess amounts (where applicable) being returned to financial members at the end of the calendar year.  The association’s registration fee for the following year is to be allowed for in the current operating year.  The Committee is to propose method of this distribution, and is to be accepted by majority vote of members.

Section 4

In the event of the association dissolving, any monies left will be shared equally among financial members of more than 6 months continuous membership.

ARTICLE VI MEETINGS
Section 1

Regular meetings may be held (if required) after weekly competition.

 

Section 2

Special meetings are to be announced 1 week prior to holding the meeting.

 

Section 3

Annual General Meeting (AGM)

 

Agenda for AGM (minimum)
  1. Read minutes of previous meeting.
  2. Any business arising from previous minutes.
  3. Review Membership fees for following year. Meeting must vote to approve new fees.
  4. Review Constitution, and list new committee after Election of Officers has concluded.
  5. General Business.
  6. Treasurer Report, present financial status.
  7. Secretary Report, present members status.
  8. Presidents Report, summary of previous years activities.
  9. Declare all committee positions vacant.
  10. Election of Officers as outlined in Article IV, Section 1.
ARTICLE VII QUORUM
Section 1

A quorum is the minimum number of financial members required to legitimately hold a meeting on behalf of the association, especially if a vote is required to decide any issue.

 

ARTICLE VIII AMENDMENTS, BY-LAWS and APPENDICES
Section 1 Provision for by-Laws and Appendices of the Association.

By-Laws and Appendices may be introduced to general meeting for consideration, after the committee has endorsed them.
The general meeting will discuss merits of such by-Laws and Appendices.
The President moves a motion that the by-Laws and Appendices be voted on by the meeting.
The meeting votes, and a majority decision will be final.

 

Section 2 Provision for amendments to the constitution, by-Laws and Appendices.

Amendments to the Constitution, by-Laws or Appendices may be introduced to general meeting for consideration, after the committee has endorsed them.
The general meeting will discuss merits of such amendment/s.
The President moves a motion that the amendment/s be voted on by the meeting.
The meeting votes, and a majority decision will be final.

Constitution

A document of fundamental laws & principals that prescribes the nature, functions, and limits of your organization.

 

By-laws

Secondary set of laws or rules governing internal affairs of an organization, not included in the Constitution, which are of such importance that they cannot be changed without using formal procedure but are more easily amended than the Constitution. By-laws may detail member responsibilities, meeting times, location, attendance requirements, etc.

 

Amendments

A formal statement of a revision or change to the constitution or by-laws.

 

Appendices

Forms to facilitate activities within the association.
eg. Membership application, event registration, register of members etc.
